Many non-Japanese nationals living in Japan take a look at the conditions to apply for the Pemanet Residency Visa at one point. And many of them get flabbergasted to learn that there are actually only three requirements for being granted the permssion. The screening criteria by the Immigration Services Agency are; 1. You are of a good character. 2. You have sufficient asset or an ability to financially support yourself. 3. Granting the permission serves the interest of Japan.
Yes, it's this simple. Then why do more applicants get rejected than given the permission? Here are the explanation.
I'm a good person! so say many...
Majority of the population is of a good character, but what does it mean when it comes to the screening process by the Immigration Services Agency? The specific exclusions are: 1. You have been found guilty of committing a crime and sentenced to imprisonment or being imposed of a fine. 2. You are subject to execution of disposition for rehabilitation of an adjudicated delinquent. 3. You repeatedly engage in unlawful activities or would take part in activities injurious to public morals.
What Asset? How much savings? How much income?
Many wonder how big the asset should be in order to be permitted the Permanent Residency status. The saving in cash is easiest to show to the Immigration Services Agency but they do not count on the cash saving very much. This is because one can "borrow" cash and deposit temporarily for the day of the balance statement gets issued then withdraw to "return" to the lender so it is a weak way to prove it is actually your own asset unless the statement shows a history of regular deposits being made. If you own a property for your own residence or as an investment, that would count as an asset and it can be proven by presenting your property register certificate. Yet it might be tied to a large mortgage so again it is not exactly a magic wand. At least, thoguh, it indicates that you are more settled in the country for purchasing the house than renting. After all, the best way to proof your financial stability is that you have a regular income of sufficient amount, i.e. from a permanent full-time permanent job. The figure of the amount that is actually required is depends on each persons' circumstances. However, you do not have to be hugely rich person for the PR permission. Having a sufficient income so it is obvious that you are not and will not be in the future a burden of the public finance.
Another Vague Criteria...
"Serving interest of Japan"- How magniloquent does it sound? A Nobel prize winner? An Olympic gold medalist? Actually, nothing like that scale is required. You only are asked to have lived in Japan, contributing the society at an ordinary level for 10 years or more, have not been sentenced to a fine or imprisonment and have been fulfilling residents’s duty to pay tax. That’s it. Suddenly it sounds very feasible, doesn’t it? Requirements are even relaxed on certain conditions.
